The Wichita City Council heard a plan that would bring changes to the city's economic development incentive guidelines.

When a company plans improvements to their business, the city looks at job creation numbers, capital investment and average wages to calculate a tax abatement. Under the new guidelines, that matrix would be updated, and would consider other factors such as being located in a redevelopment area.

The plan would also create a Community Improvement district origination fee, which could be used outside of the CID boundaries.

Council member Brandon Johnson says he's on board with the proposal and how it could benefit smaller businesses in the city.

The plan is three years in the making. City staff will finalize the guidelines and present a formal report to the council in October.
