Wants explanations as to why her son was shot and killed

The mother of a man killed by a Wichita police officer after a prank 911 call went before the City Council on Tuesday, wanting answers and explanations as to why her son was shot and killed. 

Lisa Finch has been at Council meetings before, but Tuesday was the first time Finch spoke directly to the mayor and council members. She was there to push for answers in Andrew's memory, as his 29th birthday was on Monday. 

Andrew Finch was shot December 28 by police responding to a caller who said that there had been a shooting and kidnapping at Finch's Wichita home.  Police thought it was a hostage standoff, but didn't relize that the call was a hoax until after they'd opened fire.

Lisa Finch alleges that police acted too quickly -- that no negotiator was in the area when officers first tried to make contact, something the city denied in a respose to her federal lawsuit. 

Finch hopes her lawsuit goes to jury trial.
