A Wichita man on parole for the rape of a juvenile 16 years ago has been arrested -- charged with the rape of a 15-year-old girl in E. Wichita early Monday evening, east of 2nd & Grove.

The girl had walked to a grocery store at Douglas & Hillside, where she was initially approached by the man. She felt something was wrong, and she even made phone calls to a couple of friends, telling them about her suspicious encounter. As she was walking home from the store, she says he approached her again, held her at knife-point, forced her into his black Lexus, and sexually assaulted her.

A resident in the 300 block of N. Volutsia called 911, reporting an abduction. As police arrived, the girl was able to get out of the moving vehicle, and ran towards police for help.

Officers were able to trace the car to the suspect's home near 18th & Hillside, where they arrested 58-year-old Anthony Seymour on charges of kidnapping, rape, aggravated battery, aggravated criminal sodomy, and a Kansas Department of Corrections arrest-and-detain order.

Seymour was convicted 15 years ago for the rape of a 14-year-old in Sedgwick County. He was released from prison in 2016, re-arrested for a parole violation early last year, and then released four months later as a lifetime registered sex offender.
