Brandon Whipple began his very first city council meeting as Wichita's new mayor. He asked the council and public to be patient as he gets accustomed to his new role.

The first item of business was to select a new vice-mayor. The ballots were cast and the council made its choice, unanimously selecting Cindy Claycomb, from District VI.

Later, it was a discussion that lasted an hour and 45 minutes but the council approved creating a business improvement district along Douglas Avenue in east Wichita.

The Douglas Design District currently depends on elective membership and volunteers and the board wanted it to be more financially-sustainable.

The council heard from both sides of the issue, with public comments lasting over 75 minutes.
In the end, the council approved the measure 4-2. Council member James Clendenin abstained due to his wife's business interests there. Next, 14 members will be appointed to the advisory board.

Anyone who wishes to protest has 45 days after the ordinance is first published.
