Wichita Police arrest man on murder charges

One man is in police custody on pending murder charges, after a killing involving a member of his family in northeast Wichita. Wednesday morning Wichita Police found 39-year-old Jason Payne lying in the street at 13th and Oliver. He was treated and released at a hospital.
